I'm inclined to agree. If you grated the orange zest perhaps a bit on
the coarse side, there  may have been closed cells of orange oil in the
bits of peel. Orange oil lives in little cells on the surface of the
orange peel, and to some extent these cells are sealed up with a natural
wax that forms on the orange's outer surface.

Grating would presumably have released some of the oil, but not all of
it. For that, heat, as in putting it in the oven, seems to have been
just what the doctor ordered. Sometimes you just have to anticipate
things like this and scale such ingredients down accordingly.
