IIRC, that is a bromated flour.  Potassium bromate is very reactive and is
used to boost low protein flours.  It improves the rise and makes a finer
crumb.  On the downside, some countries prohibit its use because it is toxic
and a carcinogen and does not breakdown completely during the rise and
baking.
