Agreed  

but it can be acquired to some extent by being FORCEFED a large quantity of
GOOD well made food, over an extended period of say, a lifetime ;  with lots
of variety and range - lots of international -  and being prosed at for
lengthy periods about how the cook put it together - I know - that's how my
father taught me to cook!

A little bit of reading and voila - 'instinctual cookery' !
