I also remember this as "oats, peas, beans" and yes, we learned it as a
circle dance in 2nd grade or so. The standing at ease and stamping and
turning around and so on were all performed along with the song.

Also, I remember the chorus as 
	Oats, peas, beans and barley grow
	Oats, peas, beans and barley grow
	Nor you nor I nor anyone know
	How oats, peas, beans and barley grow

	Waiting for a partner, 
	waiting for a partner
	You nor I nor anyone know
	How oats, peas, beans and barley grow.

This was in southern California so early early in the 60s, if that matters.
