I can't speak for goats but rabbits do consume all their food a second time.
They eat it the first time and them expell it as excrement and then turn
around and re-eat it. If you raise rabbits and provide only a screened bottom
for them to run around on, their excrement will fall through the bottom and
eventually they will die of malnutrition.
