That would be Ready Steady Cook. A version of the show is on the Food TV 
Network under the name of Ready Set Cook, hosted by Cissy Biggers. Two 
contestants each choose up to $10 worth of ingredients and the two 
semi-famous guest chefs - sometimes really well known ones too - have 18 
minutes to make something fabulous out of it with the contestants acting as 
prep cooks. Its fun to watch most of the time.
