References? Sources? Specific regulation which appears to cancel the BATF 
regulations? As an employee of the Pennsylvania Liquor Control Board, I was 
unaware of any such allowance and would be most eager to see the actual 
regulation you are interpreting as permitting such a potentially felonious 
act.
