Ibn Battuta discusses an equivalent problem and its solution.

Mohammed ibn Tugluq, the fabulously wealthy Muslim ruler of northern 
India, seems to have had a policy of encouraging educated Muslims 
from abroad to come to his court--my suspicion is that he wanted 
civil servants without local ties. One problem was that the terms for 
"foreigners" were all at least somewhat derogatory. So he announced 
that all foreigners at his court were to be referred to as 
"honorables."
