IIRC, it is a leavened batter with the yeast being added to lighten the
product.  Adding yeast does not change the nature of the resulting dish,
merely the texture.  If the Lohac Cooks Guild considers fritters to be
pastries, then a pastry it is.

Of course, you can also do the Elizabeth David thing and lump it under yeast
cookery.
