Cognac is brandy made in the valley of Cognac from fermented champange 
grapes. 
OTOH, Napolean is also made from  fermented  champagne grapes but not in the 
valley oif Cognac.  
So you see, to be called Cognac it must be made in the valley of Cognac.
Brandy, in general is usually made from fermented grapes  but other brandies 
such as those made from apples or plums also  exist.
