Concatenated from a couple different pages:
The Delaney Amendment to the Federal Food, Drug, and Cosmetic Act
prohibits any residues of food additives that induce cancer in man or
animals. It requires the same standard for pesticides if they
concentrate in processed food above the levels found on raw
commodities. EPA policy has been to regulate food use pesticides
based on a "negligible risk" standard rather than the zero risk
standard of the Delaney Amendment.

However, there appear to be several problems in trying to enforce the
Delaney Clause...

This page seems to have reasonable explanation of the Delaney Clause:

It is hosted at:

The International Food Information Council Foundation
The "about" page:
http://ificinfo.health.org/infoific.htm
says:
"Founded in 1985, the International Food Information Council (IFIC)
is a non-profit organization whose mission is to communicate
science-based information on food safety and nutrition to health and
nutrition professionals, educators, government officials, journalists
and others providing information to consumers.
Based in Washington, DC, IFIC focuses primarily on U.S. issues. It
also participates in an informal network of independent food
information organizations in Europe, Asia, Australia, Canada, Japan
and Latin America. Supported primarily by the broad-based food,
beverage and agricultural industries, it is unique in that it does
not represent any product or company, nor does it lobby for
legislative or regulatory action."
So they may have a certain bias (and what organization doesn't have some bias?)
