It seems to me that the Syrup of Carrots recipe calls for boiling the 
carrots until they dissolve.  On the other hand, the candy recipe says to 
cook the grated carrots "un rato" -- a short while.  My interpretation is 
that this is just meant to parboil the carrots.  To turn the water into 
carrot juice suitable for syrup-making, I think you would have to cook 
the carrots much longer.  However, your suggestion to cook other 
carrots in the no-longer-needed water seems quite workable.
