I still say that leap year is every 4 years, as IIRC, feb 29th occurs
every 4 years.
cf, websters definition-

Date: 14th century
1 : a year in the Gregorian calendar containing 366 days with February
29 as the extra day
2 : an intercalary year in any calendar

and going back to 1980 and foreward to 2400 [ i got bored] every 4 years
there is a feb29th.

I was under the impression that to be a leap year, it had to be
divisible by 4 and the 4th year after the previous leap year [incase
there are years evenly divisable by 4 that are not leap year...]
