As others have pointed out, this does not include distilled beverages.
If you
are interested in seeing the applicable laws (for the US) they can be found

And a thank you to Mordonna for pointing out that the original beverage
mentioned was distilled. I had only glanced at the recipe and saw the
wine and had put it in my spiced-wine file rather than the above one.
