This is my answer:

One to notice the need to change the candle and bring
up the problem at the next Laurel Council.

45 (or however many show up to that Laurel Council) to
discuss the need to change the candle and how best to
do so.

5 to form a committee to research period methods of
candle making and period candle sticks and report back
to the Laurel Council two years later with their
research.

The same 45 (or so) at that Council meeting two years
later to vote on doing said project, and, if passed,

The same 5 to make the candle and candle stick, with a
two year deadline to finish said project.

At the same time 5 other Laurels will research period
candle changing ceremonies [with proper consultation
of the College of Heralds] and write said ceremony for
presentation as the nearest Court Event after the
Candle and Candle Stick have been finished.

The day the Court Event arrives, and all Laurels have
assembled to make their presentation, it will be found
that the candle had been changed 7 years prior by a
passing Pelican.
