Yes it is a good book and worth a reasonable price. 
However, I think that it has been so long out-of-print
that it probably would be very expensive to buy.  I
was lucky that I picked up my copy from a remainder
house for a mere $5.  There used to be an SCA book
dealer from Albuquerque who seemed to be quite adept
at finding used cookbooks.  I haven't gotten one of
her catalogues in a long time, so I don't know if she
is still in business, but if she is, I would ask her
to search for a copy.

As for libraries that have a copy and should loan it
out on ILL, I have found these libraries have a copy
of the book:
