This was not due to faulty or neglectful construction, but rather the MUCH 
higher concentration  of people in the area.  Comparitively speaking, 
California is much more spread-out than Kobe, and so there were simply fewer 
people and buildings in the area during the Northridge quake.  Let's not 
underestimate the raw destructive power of an earthquake.  Build as strong a 
structure as you want....Mother Nature can still tear it down in seconds.
