I can only reply to the first of the items mentioned. Yes, it is true that
meals
that exclude the general populace are against the rules, however, pavilions
ain't
food. The pavilions are the property of the kingdom, and are used by
succeeding
Royals, year after year. Thus, the funds (for the pavilions) were not
expended
to benefit any specific person, or group of persons, whereas special foods
prepared for the High Table only certainly do benefit only those individuals
at
the High Table. Somehow I feel like I'm not being very clear with the
 distinction here. Sorry.

Hmm, somehow I think the certain individuals do benefit. And if you serve
special dishes to High Table as a tradition year after year, doesn't that
eliminate your first objection?
And, why do you think that it would not benefit the medieval "atmosphere" to
see Royalty served High Table foods. What the restriction means is that I
cannot use Society Funds to serve (insert your favorite here) unless I feed
it to the masses, which would be too restrictively expensive, but the
occasion certainly could use a good (insert your favorite here) subtlety.
Don't you think the populace as a whole would be educated by seeing a well
produced subtlety?
