    If you don't want it to be alcoholic, substitute an equal amount of water
for the vodka and enjoy your spiced tea.  However, without the vodka it will not
keep unless you increase the amount of sugars and boil it down to a syrup.  Even
then, it won't keep forever.

    In period, most cordials were made by steeping herbs/spices/fruits in wine
and then distilling, although a few recipes do call for steeping your whatever
in aquavitae or brandy.  Distilling is illegal in the US without a (very
expensive) license.
