Actually that is a fairly good price for good saffron. While you may be
able to get a better price elsewhere if you look hard enough, the prices
that I've paid for spices from the Pepperer's Guild at Pennsic seemed to
be pretty good. I know the quality of the saffron I bought from them was
great, much better than what I had bought in the grocery store and much
cheaper. I believe the Pepperer's Guild also sells spices by mail. I
haven't tried this though as I just stock up when I'm at Pennsic.

You can find info on the Pepperer's Guild and other spice merchants
in this file in the PLANTS, HERBS AND SPICES section of the Florilegium:
merch-spices-msg (30K) 8/ 3/99 Spice merchants. Reviews and recommendations

Unless you are doing a couple of large feasts, you shouldn't need to
buy that much saffron at once.

As for getting "educated in these things", you might want to take a
look at the two saffron files I mentioned earlier which are in this
same section.
