The apothecary measures and the Troy measures were seperate systems of
measurement, but both were based on the Roman libra.  Since both systems
used the same base pound of 12 ounces and equal weight, translation between
the two systems was realively simple.  Scruples and drachma were part of the
apothecary system and the drachma became the dram of the Troy system.
 
The Troy system is believed to have been developed for the annual Troyes
fair of the early Middle Ages, where it was used to relate values between
weights of goods and weights of money.  The libra of the Troyes fair was
Charlemagne's silver livre.  The system was adopted by most of Medieval
Europe, although the wieghts weren't very standardized between regions.  A
section of Adam Smith which discusses the Troy system and the developement

I find the introduction of what appears to be coinage in the apothecary
system interesting.
