Not only is it illegal to ship, but it is also illegal
to remove from the ocean off the coast of California. 
Due to overfishing or overharvesting, it is currently
illegal to dive for abalone at least commercially.  I
am not sure about private use, but I think that has
been banned also.  So, your best bet would be farm
raised abalone.
