I would use a100 proof vodka instead. Everclear is 190 proof and medieval 
distillers were almost certainly incapable of distilling out alcohol at such 
a high proof. 100 proof vodka works very well for dissolving essential oils 
out of various herbs. Most likely though, brandy was the alcohol base used.

Everclear (and its counterparts) are not available in Pennsylvania without 
the purchase of a special permit which costs 20 dollars and lasts for 2 
years. Be sure to specify on your application that you are using it for lens 
cleaning, parts cleaning or tincture making. Also indicate that you are not 
purchasing it for consumption. If you fail to do this, the application will 
most likely be denied.
