In our shire. Feast fees are never considered a source for shire profits. If 
the Kitchen Steward comes in under budget great, if it is break even (the 
ideal) fine, if over budget then the shire reimburses the amount over. Fund 
raising is accomplished through selling chances on a feast basket, or 
whatever and through auctions.

Merchants, in lieu of cash fees, are asked to donate an item of their choice 
to be used in the auction and shire members donate other items used for both 
the auction and the drawings.

Other sources of fund raising in the past has been a food booth for several 
years at the Lewisburg Arts Festival and a 'feast' to go was offered a couple 
of years at the Old Jail Demo. Sometimes there are stipends from public 
school demos but that source is rare and of little import. But to get back to 
your question, no, feasts are not considered as a source for fund raising in 
our shire.

I am sure that other shires and baronies have different methods that may be 
much different from ours which might include using feast as a fund raiser but 
I have not heard of it in the shires immediately surrounding ours.
