It's slang for the person in charge of the camp, basicly. I deal with Land
Grab,  negotiate with neighbors, decide where tents, firepits, etc go,
delegate authority to various interested parties, supervise various projects
involving the camp- lotsa stuff. If I'm doing my job properly, I should be
seen to be doing nothing.
