This _could_ be argued as (note that I'm not saying it _is_)a piece of
wishful reasoning. There are plenty of Islamic dishes that mix meat and
vegetables, and Anthimus has a beef stew that seems to fit this
description. Yes, it may be that the vegetables are used as aromatics
and not as major ingredients, but given that a)proportions aren't
included, and b) many of the vegetables included in modern beef stew
could be argued to be aromatics, regardless of proportions/quantities,
with the possible exception of potatoes, there's not that much strong
evidence for the claim. There seems to be a pretty broad overlap between
vegetables as seasonings and as bulk-providing ingredients

Not that any of this changes the thrust of any discussion of the
periodicity of shepherd's pie in any case... ;  )
