Just because a peanut is not shelled does not mean it is raw.  They are
frequently roasted in the shell.  If you get a peanut that is still in the
shell & it taste salty it means it was bioled first then roasted.  The
"green" peanut we have been talking about is the uncooked one, which taste
vile to me untill it is cooked.  I have never seen them for sale other than
at a Farmers Market during picking season.
