When making large quantities of pie crust by the 3-2-1 formula, weighing is
the method of measuring used.  3 pounds of flour, 2 pounds of shortening, 1
pound of cold water and an ounce of salt makes a lot of pie crust (CIA
formula).

For one or two pie crusts, volume measure usually works fine, as the
variances tend to cancel out.
