I've never been to an event at which there were enough seats for every 
potential event attendee, therefore the feast cost is always seperate.   
There was always some resteraunt within easy distance, if not our own homes. 
  At events in more remote areas, either there isn't a feast, or the hall is 
so small that feast is charged seperately as it is for less remote events. 
Even at events for which feast is the highlight, such as 12th night, more 
people can be on site than can actually sit down in the room designated as 
feast hall, so feast is a seperate fee. This was in Atlantia.
