That's not a general rule, however.

I cannot prove there were no elephants in my garden while I was at 
work today, but the absence of footprints in the lawn and holes in 
the fence is a fairly good indication that the place was elephantless. 
Not proof (maybe an elephant was lowered from a helicopter and 
balanced on the concrete path), but good evidence nonetheless.

Some things by their nature can be expected to leave evidence of 
their presence. Judging the probabilitties can be tricky, of course...
