This has probably already been answered. It is called chirashizushi
which literally means "scattered" sushi. Another form of sushi with
the fish on top is called oshizushi or "pressed" sushi and is most
likely an even older form. There are makie from the Genroku period
(mid 17th century) which show street vendors selling oshizushi.
Oshizushi usually comes in a rectangular box with the fish layered
on top of the rice and then the whole afair pressed by a board layed
on top.
