No, it's Anglo-Saxon, not Welsh. Else it wouldn't have shown up in that
reference work I was talking about, the Onomasticon Anglo-Saxonicum, by
G.D. Searle.

(Hmmph. Boy, it's amazing how much heraldica I still retain - and, considering
the regalia response, how much I don't. <sigh>)
