My best advice is to get to your local computer store and ask them who
runs a local ISP. I am a subscriber at .99main.com, and other than the
storm knocking out communications or a brief bobble here and there I
have never had any problems. I get online within seconds [how long does
it take to dial in and beep at each other? maybe a minute?] and don't
get bumped off [well, except the times when my cat steps on the power
bar and turns off the computers power], I always connect at speed
although I do have the occasional problem with net congestion, but
unless you are on a digital or satellite modern you run into slow pages.
I pay $19.99US a month for unlimited access, no extra money, and I get
10 meg of webspace with the account. When we still had a roommate, we
shared the account [well I have all of the email addresses, but she
would use the internet part when I wasn't online] and we spent at least
20 hours a day between everybody here being online at various times.

The only reason I have a juno account [the free version] is so when I am
out of the state [did I mention I can dial in from anywhere in the state
toll free?] I can surf over to their website and pick up my email there.
I will never go to a 'national' ISP only, ever again! I have found that
'shopping locally' is the best bet!
