OK, since I was involved, I can give a possibly straighter answer than the
hypothetical musings that have gone before.  Adamantius, it was not the
"great outcry" that caused the rules to be rescinded; it was two lawyers
showing TPTB why they were overinterpreting the laws.

NOTE:  This rule applies ONLY in the USA.  NOT in Canada (which is why
things are different in Ealdormere and northern An Tir), NOT in Drachenwald,
NOT in Lochac, etc.

RULE:  Alcohol may not be purchased with SCA funds except incidental amounts
to be used in cooking.  (Site rules to be followed as to whether cooking
alcohol is allowed on site.)
    Alcohol may not be served by the SCA or otherwise directly provided by
the SCA.  Alcohol that is donated by individuals for personal use may be
served by those individuals.  A paid and bonded bartending service may be
used as the site allows or requires.
    Guilds may use guild funds for non-alcoholic purposes, including the
printing of a newsletter and purchase of common equipment and reference
materials.  Guild funds may NOT be used to purchase ingredients.

The real concern is about host liability laws, so you may want to check into
those in your state.  The courts have varied as to whether allowing a person
to drink alcohol makes the host responsible if the person has an accident
while driving, or other alcohol-related injury.

As I've just told people on another list, if you want to know what has
happened at the Board level on such topics, write to your Board Ombudsman,
or ask your Kingdom Seneschal.  The original hue and cry arose after the
Seneschal and Exchequers had their annual retreat and came up with the
restrictive new rule; unfortunately, they had not asked any lawyers whether
such draconian measures were necessary.  This is a time that people should
be happy at lawyers, because once a couple of lawyers got hold of the rule,
they punched holes in the reasoning behind is and got the restrictions
loosened.
