A far better question would be ...Is this person , in fact, a peer or are 
they merely holding an empty title?. In not a few cases a better approach 
would be to approach a non-peer that is knowledgeble than a peer that has 
recieved their leaves for ksucking up or acting 'officially'', IMO.:-)
