James Lind pioneered the work on treating scurvey with citrus in 1747.  He
published the results in Treatise on the Scurvey in 1753.  The theory was
tested by the Admiralty in 1794 and was made common practice in 1795.
Apparently both whole fruit and concentrated juice were used at different
times during the experiments and tests.
