This is not accurate.  No SCA regulation forbids a group from 'manufacturing' (read brewing or fermenting) alcohol.  The only prohibitions are in using SCA funds and in serving it as a sanctioned service of SCA, Inc. or its legal representatives.  Please reread the language on this.
