I agree. The addition of wheat flour (or any grain flour) to the pepper in 
this recipe (or any others which state flour of 'whatever) does absolutely 
nothing to improve the flavor or texture of the dish and, causes 
deterioration in any I have tried this with. There is absolutely no reason to 
belive that the addition of grain flour is meant in the context given.
