Depending upon custom and kingdom law, the Order of the Rose is constituted
of those people who hold royal peerages; Duchy, County, or Viscounty.  IOW,
former Crowns of various levels.

Corpora recognizes royal peerages, but says nothing about them as an order
of peerage.
