No, this is Xenon, the Tuchuk warrior.  He is in a wheelchair from a spinal
injury, and fights from a "battle wagon" built for that purpose.  He's the
person who gave rise to the rule that wheeled conveyances may not move at
ramming speed on the battlefield.
