SC - OOP - "White List" question

I was under the impression that CURRENTLY, and for the last, oh, 75 years, before a new
species could be imported to the US, Customs had to go through a very serious rigamarole
to figure out whether the thing could be imported anyway. Am I mistaken, oh experts on
seed importation?
