I had this problem too, in fact my "general use" cupboard appeared to be
infested.  I went through everything in there and tossed out any bags with
little pinprick holes or with the little clumps people are mentioning (the
ducks must have thought it was Christmas ...).  Luckily, my "baking
cupboard" has never developed the problem, so I haven't had problems with
my bread flour.  I was warned by a friend of mine that I had to be ruthless
to get rid of them and, without sprays and the like which are available, it
seems to have worked.

The other sign I have found which warns of their presence is cobwebs in
what appear to be sealed containers.  I was deeply embarrassed when a
friend wanted to buy my supply of dried gingered apples only to discover,
on inspection, that there were cobwebs inside a sealed tin - with no
obvious spider in sight.  We looked closely at a few and discovered what
looked like a clump of eggs nestled between 2 slices of apple.  The whole
lot got tossed into the fire.
