Just thought that I'd mention my mother's report that HER mother used to use 
the milts (fish semen sacs, analagous to roe) to make a mock-cream sauce for 
herring--presumably for serving at meat meals where cream would not be 
kosher.  Although I must admit, it is quite a long time ago that she said 
this, and I might be misremembering....
