Taxonomically, Florence fennel is Foeniculum vulgare (or F. officinale) var.
dulce.  It is also commonly called fennel, finocchio, fetticus, Cretan
fennel, Italian fennel, sweet anise or anise.  Some of the crop statistics
are reported under the common name anise, not properly differentiating from
Pimpinella anisum.

As I understand it, all variants of F. vulgare have the bulbous base, but
var. dulce has an exceptionally large base and a delicate flavor which make
it the preferred fennel.
