Actually that remark was something
that Boswell attributed to the great Dr. Johnson.
Johnson gives it in his dictionary as:
OATS. n.s. [a_en, Saxon.] A grain, which
in England is generally given to horses,
but in Scotland supports the people.

Actually if you want to read about oats,
take a look at The Scots and Their Oats
by G. W. Lockhart which is still in print
in the U.K. It's a small rather charming study.
