It's a metal necklace sort-of-thing that is worn sitting on the shoulders.
The part that goes around on the shoulders is usually a series of links that
are of a specific design (the collars of "S"s in English history, for
example).  In Atlantia, it's often the letter "A".  Then some sort of
medallion would be suspended from it...often a peerage order medallion, etc.
You can frequently see examples in paintings of male nobility in Tudor
England.
