As I remember it, "boite" means "box" - but since I've never seen condensed
milk in a box I will assume that it also means "can".

It might be that it just needs to boil for longer to evaporate more water.
On their web site (http://www.eaglebrand.com/) they give a recipe for easy
caramel that involves simmering the condensed milk for 1 to 1.5 hours.  On
the other hand, "1 tasse d'eau froide en trois parties" could be a typo or
mistranslation of "one third of one cup".  I've seen stranger mixups in
recipes.
