Not from my knowledge of the OP. First it is by rank.
Sitting Crowns, Visiting Crowns (by Kingdom), Heirs,
Visiting Heirs, Territorial Prince & Princess, Visiting
Territorial P&P, Dukes, County, Viscounty, Landed
Barony, Peers, Grants, AoA, Rabble.

The only time kingdom has anything to do with it is
if there are several visiting Crowns or if two members
have exactly the same elevation date.

If there are two people of the same rank, it is Time
in Grade that takes precidence.
