I get mine at a local water supplier here in town. I buy full carboys from
them for $11.00 which is $6 for the water and a five dollar deposit for the
carboy. If we buy them empty they charge us more for them (like $10 or
$12). And yes, they know we are keeping them, that's just the way they do
it.....

No.
but they are sold by brew shops.
There are a number of these on the net.

here are a few:
http://www.home-brew.com/
http://www.homebrewsupply.com/
http://www.beer-wine.com/

(These I have actually used, and consider them trustworthy:)

http://www.ceisites.com/mall/bwh.html
(no online catalog, but if you call and ask, you can generally
get what you are looking for)

http://www.cellar-homebrew.com/
(excellent site - handy beer recipe calculators tied to the shopping cart)

http://www.maltose.com/
( my local shop. very nice folk. Run by the Szamatulskis, who wrote
CloneBrews and Beer Captured, books that duplicate famous beers as recipes.
VERY knowlegeable. )
