While I do like Phlip's response <G>, I think it has to do with the fact that the circling sushi has nothing to keep it chilled, while the buffet-table sushi is on ice or some other refrigerant.  Therefore, it is kept at a "safe" temperature.

We had one of the conveyor-belt sushi places in Chicago a LONG time ago (late 80's, early 90's) and it closed suddenly, then the spot remained empty for YEARS.  I always wondered whether I contributed to its closure because I was greedy and often ate a half-jar of pickled ginger with my meal.

Otherwise, it was a fun place and very reasonable (I was on a limited income, being a government worker at the time, so I remember that!).
